VIJAY Bahuguna is fortunate to have survived so long as Chief Minister of Uttarakhand. He has neither a mass base nor MLAs backing him. In the summer, he was perceived to have failed in handling the floods. Another shock was son Saket Bahuguna losing the Tehri parliamentary byelection to Mala Rajyalakshmi Shah of the BJP in October.
